Its cover both the situation i.e past & current. When something is happened in the past or near past. e.g if you (recently past or in past) fail to submit the documents in time. Someone can say to you “If I were you I would submit the documents in time”.
Recently:
When you look someone feel not good. You can say that “If I were you, I would go to the doctor”

You are my best teacher. I’m also an English teacher for elementary level. I had learnt when I was in elementary level that we should always say I WAS, YOU WERE, WE WERE, THEY WERE, HE WAS, SHE WAS, IT WAS. BUT I SEE SOMEWHERE IN BIBLE AND IN YOUR LESSON AS “I WERE”.
