Hi Rebecca, thanks for your lesson but I am a bit confused as you taught in your lesson that we use present tense in this expression but I saw the fifth query it used past tense (thought i am right this question:). It means if second part is past or perfect tense we will use that tense at the first part. is it right?

It is all right to use past tenses with “no matter”.
What you need to remember, however, is that when the clause contains conjunctions such as “when”, “if”, “as soon as”, “unless” – conjunctions which are used to refer to the future -, we do NOT use future tense in that very clause.
E.g.
CORRECT: When you arrive, call me.
INCORRECT: When you WILL arrive, call me.
CORRECT: As soon as it stops raining, it will be sunny and warm.
INCORRECT: As soon as it WILL stop raining,…
The 5th question is in the past, so for that one the INCORRECT form would be the so-called “future in the past”, which we do NOT normally use together with the above mentioned conjunctions (an exception is e.g. polite “IF” conditional sentences):
INCORRECT: No matter how many times we WOULD tell him,…
CORRECT: No matter how many times we told him,…
Polite conditional form:
If you WILL wait for a minute, Dr. Carter WILL be able to see you.
However, remember that in the “IF” clause of a conditional sentence we also do not normally use “will” or “would” (only if we have to be polite). This is a very common mistake by e.g. advanced German speakers as well.
In Reported Speech:
Present shifts to Past: tell -> told
Future shifts to Future in the Past: will -> would
That is, if you could not use “will”, you will not be able to use “would”.
Hope this is a bit clearer now.

i’m sure that we don’t use whom in this sentence.
Nowadays, we don’t use “whom” very much in North America, except in very formal or academic contexts. In any case, you would have to correct your sentence to something like this:
My friends, who I hadn’t seen in a long time, arrived yesterday.
