Many people say that. So i guess, it won’t be wrong if you use ‘leave’ instead of ‘to have’.
But let me tell you that the first sentence sounds more standard and British.
Also, i think, the first sentence should be “We (are) supposed to have left”, not ‘were’.
But I could be wrong.
But yes, you can definitely use ‘leave’ :)

Hello fari, I’d like to give you my opinion in your question, I hope you find it helpful.
“We were supposed to have left for the airport 20 minutes ago.” Means that we left for the airport, but not when we were supposed to, which means we were 20 minutes late when we left.
“We were supposed to leave for the airport 20 minutes ago.” Means we haven’t left yet and we needed to have left 20 minutes ago.
So, it all depends on what idea you want to express.

Because “They” is a plural from of pronoun and we use “are” with it.
