Hello Nikita!
Well, we use the Present Perfect Tense to express situations that have started in the past and continue until now, but we don’t say exactly when they have happened. In this cases we usually don’t use dates or adverbs like yesterday, last week, ago etc.
On the other hand, we use the Past Simple Tense when we say exactly when the situation happened. For example, “I wanted to have a dog 10 years ago”.

Beginner or no, there is always something new to learn and you let it clear… Many of we might know these common verbs but, being honest with you my estimated friend… the phrases that you used, I never have used since i have been learning English and that could be horrible for some but, for me it is fantastic! new phrases are on my list! Could someone please explain why the sentence “I’ve always wanted to have a dog” constructed in Past Participle tense istead of Present Simple?

Well, we use the Present Perfect Tense to express situations that have started in the past and continue until now, but we don’t say exactly when they have happened. In this cases we usually don’t use dates or adverbs like yesterday, last week, ago etc.
On the other hand, we use the Past Simple Tense when we say exactly when the situation happened. For example, “I wanted to have a dog 10 years ago”.
